Challenge
Folkestone & Hythe District Council required a delivery partner capable of supporting a large-scale domestic retrofit programme from initial assessment through to final compliance. With hundreds of homes requiring evaluation, improvement planning and progression through the PAS 2035 process, the programme needed a coordinated approach that could combine technical expertise with efficient project delivery.
Our Role
Green Gnomes delivered a complete retrofit support service, managing every stage of the journey from assessment and design through to property coordination and TrustMark compliance.
Our team conducted detailed Retrofit Assessments to establish each property's energy performance and improvement opportunities, produced bespoke retrofit designs to inform delivery, coordinated property progression with residents and stakeholders, and completed the compliance activities required to successfully close out retrofit projects.

Produced 350+ Retrofit Designs, providing tailored improvement plans aligned with PAS 2035 requirements.
Coordinated retrofit delivery across 380+ properties, supporting communication between residents, installers and delivery partners.
Completed 350+ TrustMark lodgements, ensuring projects met audit and compliance requirements.
Provided ongoing programme oversight to maintain progress from survey through to project completion.

Outcome
By providing a fully integrated retrofit delivery service, Green Gnomes enabled Folkestone & Hythe District Council to progress a significant volume of homes through the retrofit process while maintaining quality, compliance and programme efficiency.
Our ability to combine technical surveying, retrofit design, project coordination and compliance management within a single delivery model reduced handovers between providers and supported a smoother customer journey for residents. This approach helped accelerate delivery, maintain programme visibility and ensure robust evidence and compliance standards were achieved throughout.
